Offering Free Shipping or No Shipping Required

This seems to work for me.
In the Configure Shopping Options. There are nine custom options available. I enter "No Shipping" in one row and/or "free shipping" in a second row. In the second column/s enter 00.
I use the site and ecart for counter sales where shipping may or may not be involved.
Ecart admin provides an explanation by clicking Shipping Option just to the left of column one.
The customer must select the no shipping or free shipping in a drop down menu at check out. Customers will always get this one right when instructed. Hope this helps. If not let me know.
