Free Shipping on specific items only

Is there a way to set up a manual shipping option that will only show up as an option when certain items are added to the cart? There are some items in my store I'd like to offer free shipping on, but not on most of the other items in my online store.
I tried setting up a manual shipping option as free shipping, but customers could choose it even if they do not have the items I offer free shipping with in their cart.
zeroing out the weight of these certain items did not bring the shipping down to zero.
any ideas?
